Tennessee Wine and Spirits Retailers Association:  The dormant Commerce Clause DOES NOT PERMIT a state to regulate liquor sales by granting licenses only to individuals or entities that have meet state residency requirements.

Byrd:  The dormant Commerce Clause PERMITS a state to regulate liquor sales by granting licenses only to individuals or entities that have meet state residency requirements.
